State machine for a public grievance: Registered, Assigned to a department officer, In Progress, Resolved with an action report. The citizen gives feedback: Closed if satisfied, Reopened if not (back to Assigned). If not resolved within 21 days it is Escalated to a senior officer. Complaints outside the department's scope are Transferred to the correct department.
