State machine for a grant: Concept Note Submitted, Shortlisted (or Not Selected), Full Proposal, Due Diligence, Awarded (or Declined), Agreement Signed, Active with tranches. Each Tranche Released leads to Reporting Due; an accepted report releases the next tranche, a late or rejected report puts it On Hold until fixed. After the final report the grant is Closed Out.
