Smart meter lifecycle state machine: a meter is received into stock, assigned to a work order, installed at the premises, then commissioned when the head-end system confirms communication. In service it can lose communication (retry, then field visit), raise a tamper alert (inspection), or fail (replacement). Replaced meters are returned to the warehouse for testing and either refurbished into stock or scrapped.
