Construction tender sequence: the owner's engineer publishes tender documents on the e-procurement portal. Contractors attend a pre-bid meeting and queries are answered with a corrigendum. Contractors submit technical and financial bids with earnest money. The committee evaluates technical bids; only qualified bidders' financial bids are opened; the lowest evaluated bidder (L1) is awarded, submits a performance bank guarantee and receives the work order.
